Professional work experience across the public, private, non-profit, and international development sectors includes direct involvement in initiatives and engagements related to connectivity, cloud, data centers, smart infrastructure, OT/ICS security, AI-ready infrastructure, cybersecurity, governance, risk, and compliance (GRC), training and professional development, subsea cables, and emerging technologies.

A U.S. Army veteran and former Big-5 consultant with Deloitte’s Technology Strategy & Architecture practice, Hugh’s background includes network installations, test and turn-up, network operations and maintenance (O&M), technology strategy and planning, cybersecurity advisory, research, training, workshops, and technology-focused initiatives across North America, the Indo-Pacific, Latin America, Africa, and other international markets.
